REQUEST FOR PROPOSALS
The City of Grand Forks, ND, is seeking a qualified consultant to update and modernize the
zoning code on-premise sign standards, non-conforming on-premise sign standards,
associated definitions, and example renderings found in Sections 18-0301, 18-0410, and
18-0204 and Appendixes D, E, F, G of the Grand Forks Land Development Code.
The deadline for submissions is 5:00 p.m. on September 8, 2026, in the Planning &
